MINUTES OF THE MONTHLY BOARD OF DIRECTORS MEETING
SECTOR 2A AT SNOHOMISH CASCADE ASSOCIATION

CALL TO ORDER /
APPROVAL OF MINUTES
- Bill Steenis called the meeting to order at 7:10pm. Present were Bill Steenis,
Steve Yandl, Trina Coleman, Joyce
Bowen, and Allen Kerr.
- Trina Coleman presented the Minutes from the January
meeting. It was moved and seconded
to accept the minutes as read. Motion carried 5 – 0.
APPEAL PROCESS – RYAN and HOLLY BLUME
- Made
a presentation asking the board to reconsider the decision on denying
their patio cover. The board’s decision was based on section 6.2 and 6.2.2
of the CC&Rs.
- The
homeowners made a case stating that their patio cover was align with these
sections. They felt that because patio cover was not specifically
mentioned and that it did not fit under the term of “structure” that is
mentioned in 6.2 as a catchall because a structure is permanent and this
patio cover is not permanent in their mind. They felt that 6.2 is defining “real property” and not “personal property”
and that their patio cover is personal property.
- The
board feels that 6.2 applies because there has
been a physical alteration made to the main structure of the home.
- The
homeowners argued that their patio cover meet the requirements of 6.2.2
because that since skylights are allowed in homes that their patio is one
large skylight. The patio cover
structure is aluminum just as the support structure for a skylight is. The board did not agree that the patio
cover was a skylight.
- We
then explained why we needed to enforce the rules and how it affects all
the decisions we have made and will make in the future.
TREASURER’S REPORT
- The
balance in the checking account is $65,210.
- As of today
only 20 homeowners have not paid their dues. We are still owed $9600.00. Those
who still own will receive a reminder invoice with the amount due plus
interest, this will be sent via certified mail. Liens will be filed May 1.
MAINTENANCE
- The
homeowner on 67th
Drive has cleared the dirt out and he is
ready for Towne and Country Fence to come out and replace the rotten fence
sections.
ARCHITECTURAL CONTROL
COMMITTEE REPORT
- No
requests for the month.
YARD of MERIT
- Will
begin in May
OLD BUSINESS
- Rentals
- Warner
– A letter was sent to their attorney stating that the board is not
granting an extension to the variance.
- Gerges
– No action – house is vacant.
- Sharma
– Sherman Knight sent
a letter the Sharma’s.
- Guimont – We will ask Sherman to write a letter notifying the
homeowner that we will begin the foreclosure process.
- Little
League – Games will begin no earlier than 9:00am on Saturdays.
- Speed
Bumps – The speed bumps are $2500 a piece and you need 60% approval of the
immediate homeowners and you should place them in sets of two. We would like to request public works to
paint center lines and bike lane lines.

Allen will look into reviving the Block Watch
program.
