MINUTES OF THE MONTHLY BOARD OF DIRECTORS MEETING
SECTOR 2A AT SNOHOMISH CASCADE ASSOCIATION

CALL TO ORDER /
APPROVAL OF MINUTES
- Bill Steenis called the meeting to order at 7:20pm. Present were Bill Steenis,
Steve Yandl, John Patterson,
and Trina Coleman.
- Steve
Yandl presented the minutes of the July meeting. Bill Steenis
moved to accept the minutes, Trina Coleman
seconded. The motion passed 4 – 0.
ARCHITECTURAL CONTROL
COMMITTEE REPORT
- Trina Coleman presented the ACC report. There were quite a number of simple
(well within the acceptable normal range) paint color requests recently
approved and a new batch handed over to Trina for committee review.
- Trina
has spoken to a homeowner where complaints had been received regarding
long term driveway parking of watercraft on trailers. The homeowner has removed the
items. During her visit to resolve
that issue, Trina noticed a camper parked on the same street and
subsequent follow-up reveals this to be long term parking. The committee will be sending this
homeowner a letter asking that the vehicle be removed.
- Trina
asked board members to take a look at the house (lot 3-0-053) where 3 of 4
walls were painted a mustard color, the front face of the house is stucco
and there is an appearance mismatch in the opinion of ACC members. Approval for the color was requested and
given based on the color being the same as the previous color but the
shade or intensity seems different than the previous color. Board members need to take a look before
we can have a discussion on any potential resolution.
- Complaints
have been received regarding the junk heap maintained at the back side of
lot 1-0-077. Owners were sent
instructions to clear the garbage by certified mail but refused to accept
the mail. The ACC will send a new
certified mail advising the homeowners that fines of $50 per day would
commence starting in two weeks unless the garbage pile was completely
removed by that time. Steve Yandl
was to phone neighbors to alert them that ACC members might need access to
yards to obtain photographs to support the reasoning behind the fine.
- The
issue of inadequate landscape maintenance at lot 3-0-117 was raised. The ACC is not in complete agreement
that this yard is sufficiently out of the ‘norm’ to justify fines although
it clearly could use work. The ACC
has investigated and discovered that this homeowner has made an addition
to the back of the house without obtaining the required county permits and
they will investigate fines to remedy that problem. The suggestion was made that we deal
with trail weeds adjacent to that lot to provide some subtle motivation to
the owner to do the same in the yard.
The suggestion was made that the ACC send a letter explaining the
standards without initially threatening fines.
- The
ACC was informed that they need to check the back yard situation at yard
1-0-001. Some maintenance was
recently done but the maintenance committee recently observed the yard
from the vantage of the detention pond and several neighbor yards and
notes that the back yard is clearly below neighborhood standards.
- The
ACC asked for ideas on how to best deal with the few homeowners who have
let trees and shrubs extend into sidewalk where they interfere with
pedestrians. It was agreed that the
ACC should notify these homeowners that they might want to trim their own
plants to get the desired shape and if they fail to do so the Association
should get Skinner to clear the right of way.
ROOFING SITUATION
- Steve
Yandl proposed the following: Establish
an Architectural Control Committee rule to add CertainTeed Presidential TL
to the list of products allowed as roofing materials. This rule is to be published as an
amendment to the Architectural Control Committee rules document concurrent
with the recording of our recently approved amendment to the Declaration
that permits the Board to create such rules. An exception allowing Jerry and Karen
Davis at 6904 152nd Street SE to use Presidential TL as they
requested is made to allow them to commence their roof replacement without
having to wait for the already approved amendment and rule to be recorded.
- Bill Steenis moved that the above proposed be adopted, Trina Coleman seconded. The motion passed 4 – 0.
TREASURER’S REPORT
- Steve
Yandl shared the financial reports for the situation as of July 31,
generated on 8/4/2006 by Jennifer Russell of Jenderuss
Forensic Accounting who has been handling our bookkeeping needs. We look fairly close to where we were
prior year to date except the amount that should ultimately be a
contribution to the long term capital improvement fund is showing as a
liability and the balance in checking is roughly that much higher than
last year as a result.
- Steve
Yandl moved that we continue to use Jennifer Russell to handle our bookkeeping
needs on more than a short term basis.
John Patterson
seconded. The motion passed 4 – 0.
- We
discussed the fact that our most recent auditor would not be able to get
to our 2005 audit and that the cost would go up to approximately
$4000. We have a recommendation for
Rick Foster of Eastham Foster who quoted $3,250.
- Steve
Yandl moved that we utilize Rick Foster for our audit. John Patterson
seconded. The motion passed 4- 0.
- We
have received a new check for $336 from the one homeowner whose earlier for a nsf
check. The one member not yet paid
received a certified letter advising them that if payment of $336 was not
received by August 7 a lien would be filed. They were informed of the extra fees to
be added to cover the admin costs of actually filing the lien and they
have not paid or responded in any way.
MAINTENANCE COMMITTEE
REPORT
1.
John Patterson
reports that the new electric outlet has been placed at the base of the light
pole at the boat park play area. Outlet
is secured with a padlock; keys went to John, Jen Stout and Steve Yandl.
2.
Rather than pay roughly $300 to have the
electrician re-aim our new light during night hours, John has asked Skinner to
check with some people who might have an appropriate ladder and insurance and
be able to do the job for much less.
3.
John has the name of at least one landscaper
interested in bidding on our general landscape maintenance contract currently
held by Skinner. John invited the board
to supply other company names if we were aware of quality companies interested
in bidding at the end of the year.
4.
John reported on his evaluation of the fence
situation around the NW corner detention pond after his response to the
Beardsley complaint on fence deterioration.
John observed several unauthorized gates to the detention pond and fence
damage clearly attributable to use of a line trimmer on the homeowner side of
the fence. John’s action plan is to
advise homeowners they have 60 days to repair trimmer damage and take out owner
installed gates to the detention pond (using association approved contractors)
at which time he will contract to have any remaining work using special
assessments against owners responsible for the situation to pay for the work
and materials. Steve Yandl moved to have
John proceed with this action plan, Bill Steenis
seconded. The motion passed 4 – 0.
5.
In the course of replacing fence boards on the
common area fence, John and Brian
Skinner noted a number of unauthorized gates or other alterations to the common
area fence that would allow intermittent direct access to particular owners back yards from Snohomish Cascade Drive. In one case a 4x4 post had been sawed through
creating a situation where the fence might not hold up to a strong wind. The owners will be given 10 days to remedy
this.
6.
The trail east of 72nd Drive was just cleaned
up.
7.
John asked Skinner to contact the Turfs Up
people and have them return to apply selective
herbicide to the portion of lawn along 67th Drive that was missed in
their last treatment.
8.
John pointed out that the return address being
shown on the newsletter was still the PO box
address. This will be changed to the
registered office for the next issue.
9.
Steve Yandl verified that copies of the
certification reports for backflow prevention done by A-Bat were on file and A-Bat
has been paid.
YARD OF MERIT PROGRAM
1.
Bill Steenis reported
there were six brand new winners in the program last month.
2.
Over 40 different homeowners have won at least
once this year.
3.
The program will run through September this year
and we will have the holiday decoration awards as in years past.
4.
Steve Yandl suggested to Bill that he get his
judges to return forms by August 20 allowing Bill to get the final results done
for newsletter publication by the 22nd.
