MINUTES OF THE MONTHLY MEETING
SECTOR 2A
AT SNOHOMISH CASCADE ASSOCIATION BOARD

CALL TO ORDER/APPROVAL OF MINUTES
- Mike Summitt called the meeting to order at 7:13 pm. In attendance were Mike Summitt, Sue Ann Goldman, Steve Yandl,
Bill Malowney, Betty Malowney, and Jennifer Stout. Tim Rizzo arrived at the start of the
Grounds and Maintenance Committee Report.
- Bill Malowney made a motion to accept the
minutes of the March 12 meeting, Sue Ann Goldman seconded. Motion was carried 5-0.
Occasional Angels Committee Report
- Jen Stout indicated that she plans to use
monthly newsletter entries to increase awareness of her committee.
- People will be encouraged to provide info on new
babies arriving home as well as other hospital returns to find more
appropriate recipients of help from the committee.
Treasurer’s Report
- Sue Ann Goldman presented a summary report. We have $41,154 in checking and three
CDs totaling $50,478
- Five owners still owe the annual assessment plus
late fees, one still owes the special assessment
and one is past due for a sprinkler damage assessment.
- Steve Yandl made a motion to accept the
Treasurer’s report, Betty Malowney seconded and the motion carried 6-0.
Grounds and Maintenance Committee Report
- New contract has been signed with Brian Skinner for landscaping.
- Boy Scout trail improvement project is still not
quite complete.
- The Clearview Water Project team has not gotten
back to us regarding the substitution of landscaping for a fence around
concrete bunkers on Sno-Cascade.
- The fence contractor will not be paid until the
work is done. Project is still
scheduled to start in the Spring.
Old Business
- The election of a new Board of Directors is
declared void for lack of sufficient response. A quorum was not achieved. Votes will be retained in the document
safe should anyone want to review.
- Steve Yandl made a motion to forgive the pending
fines against Dale and Sandy Wise since the work is all but complete and
legal fees paid. Sue Ann Goldman
seconded. The vote was 5-1 with
Bill Malowney casting the nay vote.
- Mike Summitt reported on the latest meeting over the Puget Park Drive
extension and new park.
New Business
- Steve Yandl presented an edited version of the
bylaws for Sector 2A at Snohomish Cascade Association and requested a vote
to approve said edited bylaws.
Most of the changes were housekeeping issues such as changing the
legal name and deleting sections that were in conflict with the CC&Rs
or no longer applicable. The
substantive change was a reduction in the percentage of members required
for a quorum from 51% to the 34% minimum given by state law. Sue Ann Goldman made a motion to accept
the amended bylaws, Betty Malowney seconded and the motion carried 6-0. Steve Yandl signed the new bylaws and
they will become effective 30 days from the date of the meeting.
- Tim Rizzo questioned whether the state requires
a full fledge audit of our books annually or a simple review audit. Steve Yandl will check with the office
of the Secretary of State to see if we can clarify the requirement.
- Steve Yandl proposed to dedicate the next
newsletter as an “All about the association” edition. We will conduct a new election for board
members using first class mail. The
ballots will be mailed out to arrive roughly one to two weeks after the
May newsletter is received.
- The Spring meeting for all members is still to
be conducted at the grade school on the second Wednesday in May from
7:00pm – 8:30pm (approx.) The emphasis will be on
recruitment to committees and answering questions.
- The next three meetings were scheduled:
- June 11 at Malowneys
- July 9 at Yandls
- August 13 at Goldmans
